The legal bills get attention.

The legal bills get attention. The utility bills could use some. My experience with Marlborough Country Villas II has left me questioning its priorities. Approximately $100,000 spent on lawyers, underfunded reserves, HOA construction projects proceeding without required permits, and the HOA’s gas and electric accounts shut off because bills were not paid. That is a difficult management report to dress up as business as usual. PMP’s handling of the HOA’s utility payments has been particularly frustrating. Receiving bills, paying them, and keeping service active are basic management responsibilities. “Keep the lights on” should not be an ambitious stretch goal. The combination of substantial legal spending and underfunded reserves is especially concerning. As a homeowner, I want resources directed toward maintaining the community and preparing for future repairs. Legal advice may be necessary, but homeowners deserve a clear explanation of what that spending accomplishes while reserves remain inadequate. A well-funded argument is not a substitute for a well-funded reserve account. Meanwhile, the association has devoted attention to a proposed common-area videotaping policy that I find confusing and unnecessary. I would prefer that attention go toward properly permitted HOA construction, reliable HOA utility service, and clear communication. A camera might record a management problem, but regulating the camera does not fix it. Adding to my concerns, the board president and her husband have sued homeowners. That contributes to an atmosphere I find adversarial and uncomfortable. Neighbor relations should not require a litigation calendar. My expectations are straightforward: obtain required permits, pay the HOA’s bills on time, adequately fund reserves, and handle disagreements constructively. Before adding another rule for residents, demonstrate that the association can consistently handle its own responsibilities. I would welcome improvements and update this review accordingly. Prospective buyers should ask about reserve funding, legal expenditures, construction oversight, and interruptions to HOA utility services. The paperwork appears to have plenty of power. I would prefer that the HOA’s utility accounts did, too.
